The Eighth All-Russian Moot Court Competition on Constitutional Justice “Crystal Themis” - 2018




The Institute for Law and Public Policy and the Venice Commission of the Council of Europe are pleased to announce the VIII Annual Crystal Themis Moot Court Competition.

The Competition is a simulation of a fictional dispute before the Russian Constitutional Court. Student teams present written pleadings for the applicant and for the state authorities, which are evaluated by judges based upon a number of criteria including the knowledge of the constitutional and international law, research and legal writing skills, etc. Best teams selected upon the memorials evaluation will meet in the qualifying rounds and then – in the final round.

Law and Order, or the Case of Visitation Restrictions

The 2018 Competition Problem concerns issues of the penitentiary policy and disciplinary measures in prisons. The teams will have to analyse the constitutionality of conditions and order of administrative imposition of penalties from the standpoint of fair trial guarantees, prohibition of discrimination and the right to respect for one's family and private life.

The teams will need to prepare memorials for the applicant and for the government. The primary aim of these documents is to demonstrate the teams' skills in legal research and analysis, facts selection, application of Russian Constitutional Court's case law, international standards and foreign countries' best practices, as well as academic sources.

The team participants can be law students of Russian higher education institutions who are studying at a course not lower than the second, including students of the master's degree, of any specialization. at the time of completion of registration for participation in the Competition (September 16, 2018). Coaches, graduate students and representatives of teaching staff are entitled to provide some help to its team..

The Competition language is Russian.




June 20 - September 16, 2018 - registration of teams for participation in the Competition

September 18, 2018 - placement of Competition Problem

September 18-24, 2018 - sending participants clarifying questions on the Competition Problem. The final Competition Problem was sent to the representatives of all the registered students teams

October 1, 2018 - placement of the final Competiton Problem, sending additional materials to the teams for the preparation of procedural documents

October 1-November 6, 2018 - registration for participation in the Competition as judges of written and oral rounds

October 22-November 6, 2018 - selection of judges of written and oral rounds

November 8, 2018 - a webinar for judges evaluating procedural documents

November 11, 2018 - deadline for the submission of procedural documents

November 12 - December 18, 2018 - expert evaluation of procedural documents

December 25, 2018 - announcement of the results of the Selection Stage of the Competition

January 28, 2019 - a webinar for the judges of the full-time stage of the Competition

January 31-February 1, 2019 - quarter finals and semifinal rounds of the Competition

February 2, 2019 - finals and awards ceremony of the winners of the Competition
