Strengthening Access to Justice for the Poor in the Russian FederationMission: The definition of the word "justice" demonstrates its close connection with dispute resolution by means of law, disregarding financial and social status or origin of the party.  In order to meet criteria of fairness and impartiality, de facto and de jure equality has to be ensured as well. In this regard, acknowledging that 14% of the Russian population are poor (almost 20 million people), the need to take up active actions to promote equality in the enjoyment of fair trial guarantees is evident.

The Project “Strengthening Access to Justice for the Poor in the Russian Federation” targets two aspects of equality:
- broadening the opportunities for the poor to defend their rights through establishing two networks of legal aid centres (one in each participating region);
- enabling the judges to consider the statutory characteristics of the poor in the justice administration.

Objective: ensuring better access to the judicial system and highlighting the needs of the most poor and vulnerable social groups in the participating regions (Leningrad and Perm Region).

Tasks:

  • establishing the network of legal aid centers;
  • raising level of trust in the judicial bodies;
  • ensuring support for NGOs in developing mechanisms of providing legal aid for the poor and young;
  • facilitating cooperation between NGOs and judicial bodies seeking to improve the professional competence and quality of work of the judicial bodies;
  • improving cooperation with the public and raise its awareness of the need to establish a network of representatives providing competent legal aid to the poor and disadvantaged social groups of the Russian Federation.

  • Coordination Board is a body responsible for providing strategic direction during the Project implementation process.
