Strengthening Access to Justice for the Poor in the Russian FederationMission: When a person is trying to defend himself against the decisions of authorities or in the criminal proceedings or claiming damages he often faces a situation when the outcome of the consideration of the case is dependent either on the quality of the services provided by the attorney or from ability to get legal aid.

In such situation the most vulnerable are those who because of their financial status can not afford hiring attorneys to confront the government, big corporations, or a simply a more wealthy person. Therefore, access to justice is the most obstructed for those who in the biggest need of it – the poor and socially vulnerable.

In today’s Russia, where around 14% of population live in poverty, where legal proceedings are difficult even for the educated people and when the judicial system is perceived as a bureaucratical machinery, which should be avoided by all means rather than referred to in the difficult situations, the substantial reforms are required to change this system.

Objective: ensuring better access to the judicial system and highlighting the needs of the most poor and vulnerable social groups in the participating regions (Leningrad and Perm Region).

Tasks:

  • establishing the network of legal aid centers;
  • raising level of trust in the judicial bodies;
  • ensuring support for NGOs in developing mechanisms of providing legal aid for the poor and young;
  • facilitating cooperation between NGOs and judicial bodies seeking to improve the professional competence and quality of work of the judicial bodies;
