Third Component on Building Local Capacity for Rehabilitation of Juvenile Offenders
The component is implemented under supervision of A.L. Shilovskaya (PhD)
According to the data provided by the Ministry of Internal Affairs 94,720 crimes were committed by juveniles or with their participation in 2009. The total number of juveniles involved in these crimes equalled to 85,452. According to the statistics of the Judicial Department of the Supreme Court in 2009 almost 87 thousand juveniles were tried, among which 56 thousand were convicted (with a number of females – 4,739) and 157 acquitted. The criminal proceedings against the others were terminated due to rehabilitative circumstances (to a lesser extent) and due to non-rehabilitative circumstances (most common). It should be noted that during the investigation stage around 5,634 juveniles were deprived of their liberty.
As a result of the case adjudication 11,437 juveniles were incarcerated. The following alternative sanctions were used: 7,094 were sentenced to compulsory community service, 833 – corrective work, 5,730 – fine, 27,705 – conditional sentencing. Mandatory educational measures were applied only to 1,367 juveniles. Thus, it could be concluded that the number of the juveniles committing crimes is still alarmingly high. Therefore, it can be inferred that due to a number of reasons the applied range of measures is not effective in crime prevention.
Currently 18 Russian regions are implementing some elements of juvenile justice. This process is performed through establishing juvenile specialization for the judges, introducing court social workers, and social follow-up of juvenile offenders, etc. Considering these conclusions, this component targets the enhancement of local capacity in the application of rehabilitative technologies in working with juvenile offenders in the Leningrad and Perm regions.
