Program “Improvement of mechanisms of work with juvenile offenders”

Constitution of Russian Federation guarantees provision of state support and protection of childhood proclaims inalienability of human rights and freedoms and natural belonging of them, and equal protection of the law and court for all. Fundamental law in article 15 part 4 establishes inclusion of the universally recognized principles and regulations of the international law and international agreements in Russian legal system. Thus on the territory of Russian Federation the action of the most important documents on the rights of the child – firstly – The UN Convention on the rights of the child, Beijing rules and Riyadh rules is spread.

How these constitutional regulations are being realized – attempt to find the answer to this question became a reason for Institute for law and public policy’ experts to include in sphere of Institute’s activity such direction as improvement of work with juvenile offenders in Russian Federation.

From 2007 Institute has conducted 8 projects in the named sphere, supported by both Russian and foreign donors.

MAIN DIRECTIONS OF OUR WORK IN FRAMES OF THE PROGRAM

  • Conduction of research and realization of projects in sphere of juvenile justice.
  • Implementation of restorative approach in work of different agencies and services.
  • Development and implementation of effective rehabilitative programs for juvenile offenders.
  • Methodological support of services and agencies working with juveniles at risk.
  • Development of legal education for juveniles and their parents as the basis for prophylactic of offence and victimizing.
  • Research on problems of cruelty and crimes towards children.
  • Development and publishing of manuals on juvenile justice.
