Project "Strengthening Access to Justice for the Poor in the Russian Federation" (2008-2012)
funded by the International Bank for Reconstruction and Development as an administrator of the Grant provided by the Government of Japan through the Japan Social Development Fund (JSDF).

An important aspect of this component was to develop a methodological basis in the sphere of restorative juvenile justice. Four methodological manuals were published and disseminated:

• Elina Kulshina. New Approaches to Court Trial of Juvenile Criminal Cases (based on the Example of Kingisepp City Court in Leningrad Region)
  In the manual experience of the Kingisepp city court in the adjudicating juvenile cases is presented.
• Lyudmila Karnozova. Introduction of Restorative Juvenile Justice Programs in the Work of a Court
  The focus of this manual is the legal basis and the implementation mechanisms of restorative justice.
• Rustem Maksudov. Carrying out Restorative Justice Programs for Juveniles
  Conceptual questions of restorative justice and key aspects in the work with juvenile offenders in restorative approach are raised.
• Rustem Maksudov. From Local Experiment to the Innovative Regions. The Stages of Developing Pilot Programs of Restorative Juvenile Justice in Russia
  The manual demonstrates how different agencies engaged in creation of pilot programs in the sphere of restorative juvenile justice can be effectively organized.
• Improving Mechanisms of Work with Juvenile Offenders in the Russian Federation: Collection of the Analytical Reports
  In this collection the main difficulties, arising from the sentencing and execution of the sentences (as well as from the other measures, addressing juvenile crime), are analysed. Legislative recommendations aimed at improving the effectiveness of cooperation between judiciary and executive brunch are presented. The articles on the practical experience of two regions (Leningrad and Perm regions), describing how justice administration in the juvenile justice can be improved through the use of restorative technologies, are of particular interest. Current tendencies in the development of juvenile justice in foreign countries and in the jurisprudence of the European Court of Human Rights are also examined.
