Institute for Law and Public Policy and the Venice Commission of the Council of Europe are pleased to complete the IX Annual Crystal Themis Moot Court Competition.
The Competition simulates fictional dispute before the Russian Constitutional Court. Student teams present written pleadings for the applicant and for the state authorities, which are evaluated by judges based upon several criteria including the knowledge of the constitutional and international law, research and legal writing skills, etc. Best teams selected upon the memorandum evaluation will meet in the qualifying rounds and then – in the final game.

Institute for Law and Public Policy has held the Annual Crystal Themis Moot Court Competition for the ninth time in partnership with the Venice Commission of the Council of Europe. 37 student teams have registered to take part in the competition. 32 teams submitted the procedural documents.
The problem of the 2019-2020 competition was titled "Electoral Control or the Case on Party Spending". It was focused on the constitutionality of sanctions for inappropriate spending of party finances. While working through the plot, participating teams have analyzed the practices of the Constitutional Court of Russia and the European Court for Human Rights and the Venice Commission's recommendations. They have also studied models of the political parties' spending abroad.

On February 6 and 7 Institute has held the quarterfinal and semifinal rounds. The events were hosted by the Russian Law Academy of the Ministry of Justice of Russian Federation. 16 teams have been selected for the quarterfinal rounds. 4 teams have remained in the semifinal round: these teams came from Lomonosov Moscow State University (MSU), National Research University Higher School of Economics (NRU HSE), Ural State Law University and the Southern Federal University.
Final game ofCrystal Themis 2019-2020 was held on February 8 in International and Comparative Law Center. The competitors were teams from MSU and NRU HSE. The main prize was awarded to the NRU HSE team. Participants have received gifts and prizes for scoring in various nominations.
